No he is not they both command a unit but a primus pulis (the centurion of the first century of the first cohort) is the most senior non commisioned officer. and as officers were politically appointed the primus pulis was most of the time the most experienced soldier and his oppinion weight heavier than most junior officers. And he was responsible for the day to day running of the legion and supplies. So you can’t compare him to a officer of a unit of 32 hoplites
