I don't like Targaryens very much but I agree that a central power in Westeros has made some positive changes. But it has to be noted too, that Targaryen's rule in Westeros has been bad as well, with Maegor, the dance of dragons, the Blackfyre, Aerys and finally Daenerys burning of King's Landing.

I agree that there is a maester conspiracy to depose the Targaryen. Although, I don't think the dance of dragons was orchestrated by House Hightower and the maesters to destroy house Targaryen and get rid of the dragon. I will make it not relevant to the story since is too complicated and has too many theories.
