He has more or less the ability to build infrastructure but not military strength as he is only accustomed to hiring bodyguards. All the while, the original owner of the body is the lord, he wasn't given the chance to be educated by his father who died early in his childhood, thus relying on his servants' opinions and issuing unorganized projects along with the others who only sees profit and innovation as the goal. If you ask why not build a military from the start, it would be because the MC had no way of hiring them early on due to the famine on the lands.
