You misread that scene. Alex had cut off the old man's left arm, not his own. The old man had grabbed the poisoned tip with his left arm, so Alex didn't want him to die of the poison before he got his revenge. As for why he didn't cut off his own leg, he simply wasn't in the mindset for anything other than revenge.

I don't see how there's anything arrogant about it. he's talking about people who do alchemy but don't consider themselves knowledgeable enough to be an alchemist. Those sorts of people would find the formations to be a lot of help. Actual alchemists wouldn't gain much from these formations since they would be able to do what the formations did but better by themselves.
