Costs for a bugs life and toy story 2 where much higher. 3d movies also has a wider target audience than 2d,which is usually below 14. So the box office return curves were a lot shorter than 2d movies as they need parents to take kids to the movies. So movies run for a long time in the theater, which reduces profit for the studio as the theaters take a larger cut the longer the movies run. As the 90s progressed, theaters preferred to run a shorter cycle as well as they were more profitable for them too. It's an additional reason why 2d movie sequels went straight to VHS. They already had an audience, so it was better to sell those directly than share with theaters over a long time.
