i feel like Victor's goal is not necessarily to turn Tarly to their side, considering how stubborn he is, but to cause a rift between him and Tyrells, with all the benefits he gained and the private meeting most people will doubt if he has a secret deal with Victor.
idk much about negotiating, but it feels like victor gave too much, i mean he has to do all the work while the dornish sit back and get the benefits .Plus you said he doesn't want to contend with the nobles of Westeros yet here he is seeking a piece of land as an outsider. I wasn't aware of that information thank you. but my point is that should he want to gain some benefit from Westeros(especially during the chaos caused by the mad king) or Essos there will be some form of retaliation,since the interests are already split, so if he can use the council to make moves in the name of Lys as whole, the other noble houses will share both the gains as well as the pressure. Most importantly this could lower the chance of outsiders causing internal friction within Lys itself. I hope you continue with the great story dear author.
author i think the protagonist should try and find a way to unite the interests of the major nobles of Lys, even if he is unwilling to be king he could work on a council of sorts, with the ultimate goal of showing a united front to outsiders, after all house Di Natale is still too small compared to the major nobles of Westeros. I hope this isn't a fix it fix where the protagonist will jump into irrationally into every problem just because they think they are doing the right thing, and if it is at least make sure he is strong enough to deal with the consequences without relying on plot armor.
the best way this can go in my opinion is if the Mc reveals to Dumbledore that voidi is getting stronger, like an exact estimate, since he probably knows already. Let the two greatest wizards of the century deal with each other until he is strong enough to backstab whoever is winning since both are a major threat to him anyways
the celestial dragons have no reason to go to Marineford, so their families won't have any intersection with them, the elders on the other hand have no reason to scheme against most marine since they are mostly Canon fodder to them. not to mention the world government does not seem to have absolute control over the navy .
