Honestly, I could not think of a good excuse as to 'why' he would be walking around with an axe inside the school after the outbreak started. I could not find any info on whether Japanese schools have emergency axes either .-. Same deal why I didn't make him buy a two-handed Axe (Which is not illegal in Japan) or as you said a shovel.
