Yup, most Low Genin when they first graduate cannot use fire style jutsu because of the large amount of chakra it consumes. Shin is a first year academy student and he used a fire style jutsu, albeit for only 1.5 seconds, but that's still way above average. Not to mention what Genius plans I have for the perk's in the near future.
