Yes, just like Lower Realm has countless Continents. Upper Realm is a single name where numerous other realms resides Norse, Hindu, Greek and many other non-mythical powers.
The lower realm is weak and poor by a large margin compared to the upper realm. The gods and other beings never paid any attention to the lower realm.
