I don't think you need more than '' for thoughts and "" for dialogue. After all, when character reads something for example, they either read it loud or in their mind. Or you literally quote it with "" and just differentiate it with something like "Ned found note that read "blah blah"". You pick up that it's just quoting what is written in note from surrounding context. Overall, '' and "" are most common ways to write dialogue and thoughts, people are already used to this so it's probably better to just stick to that.
