there's a lot of potential for him to open gates and unlock powers for people. He can awaken anyone he wants, sure, but he can also reverse that. if he reaches into a person and closes their gates, couldn't he strip a person of their power, or at least downgrade it to a skill?

kind of expected this. we saw with the force rune that it evolving overrides the lower version unless he intentionally cast tier 1, makes sense that his perma runes evolve in the same way

After his runes evolved, he was able to evolve the permanent runes he had on his body as well. I mean, he's a being of great power that appeared out of nowhere, killed their boss, and then through feats of magic they cannot comprehend, is strengthening them to heights they previously didn't know where possible. It seems pretty par for the course for a god.

if he can evolve his core skill and understand the runes that make the bond ability, could he not change it to be a general bonding skill, like taming
That meant he can't make a bond with Kira, but he didn't feel like he needed to. Furthermore, there was no doubt there would be a rune of that kind somewhere, no matter how rare it was. - yuri_mumu16dCommented
so he can basicly awaken things now? like use the vegetation rune on somebody and they can control plants, that sounds like an awakening to me
He also had plans of strengthening the goblins since Arthur now saw them as his group. With primitive cores being so easily obtained, he could make permanent runes to strengthen them. I think the upgrade here will change the permanent one to tier 2, same as with the force rune
