There's not really a deference in the original Halo Universe besides the increase in success rate from the Spartan II's which was 44% and the Spartan III's which had increased to 100%. And the Spartan III's were pulled from a wider pool of candidates rather then being genetic and character focused.

There isn't really any evidence that he could get but i see where your coming from, Also the thing with the Spartans is he is slowly training them to yes have loyalty to the UNSC but mainly to him by building a personal connection with them.

Yes he does, and you may ask why doesn't he try and improve the UNSC to save a lot of lives and fight off the Covenant? Because he doesn't have the power to introduce advanced technology and keep it under his control and out of the hands of the insurrectionists which is why he is trying to make it to the very top of the UNSC so that he can control everything. And if not then he will just create his own faction either during the beginning of the war or in the middle of the war.

You are correct, I guess the page I was looking at labeled the Epoch class Heavy carrier wrong
The last ship was the Epoch-class heavy carrier which is currently the most heaviest carrier in service in the UNSC. The Epoch-class carrier contained 12 hangar bays, each of which held three dropships and two fighters. In addition it also carries 800 Marines. What experience do you have in the military because as far as my personal experience goes not all officers like to be saluted all day every day, in fact some of them get annoyed to walk past a group of people who all salute them and they have to return that salute to each one of them.
