i think they mean arcadum specifically. this can be seen in how the layout of the city was likened to a mall with its skybridges, as well as the "modern" looking armor he saw at the first store.

i believe it's implied here that some sort of pre-requisite would be met at lvl 5. this is a case of showing and not telling which i'm glad the author is doing instead of infodumping why it wouldn't work.
