The other two comments seem kinda dub no offens. We know the elf's have a resurrection tower and we know the high priest has the power to cancel that power and when he was leaving new Washington they said almost all the elf's left the city and in 10 years there will probably be a huge war now imagine having a army of suppressed subjects where they can't be officers you obviously want a army without any natives then wouldn't you because they will all probably rebel when the towers fall
