It’s funny that the author always forget the commodores. The commodore rank is between the rear admiral and captain.

I agree that Buggy is being too merciful with some enemies. But the bounty hunter indeed is smart. He never fought Buggy directly, he used some dumb scapegoats to see his strength and probably got some money from the Marines to reveal where Buggy was. So in the end, he got some money without need to do anything personally

However, fog isn't a problem for the three of them. Buggy have teached Burton & Jimmy observation haki. They don't have good talent for it, but they're decent. He didn’t appear in the manga though. He only appear in the anime and in the novel version of the loguetown arc
Buggy think if he need to recruit Yasopp, but then he remember of a good sniper on Loguetown, Daddy. Daddy is a non canon character, so Buggy isn't sure if he is real or not. The only way to find out is by searching about it. - HadouNeji1yrCommented

Why would you receive a reward for doing your job? Marine’s job is to capture or execute pirates. They receive a salary for that. Bounty hunters are not Marine, because of that they receive the bounties
