exactly my point he is young and still doesn't know much about anything (and he was a normal person in previous life too) so he might gain 2-3 points more by the end of the series, i mean he can't beat Hagoromo and zetsu in wisdom so he won't be 10 ever unless he becomes immortal.

Btw 10 is max in their respective person no one gets 10 in all stats even Jyuubidara(10 tails madara) like Vitality and Luck for Naruto is 10 , Agility for Minato is 10 , Guy in Strength, Hagoromo in Wisdom , Zetsu in Intelligence, Kakashi in Charisma.
