I like this, unlike other novels the author doesn't state this manichean perception towards the test administrators from the third person reader perspective, which would make it appear as a fact as this information was given without room for interpretation. Here the author show us this perception from Quinn point of view, which doesn't make it a fact because he can be wrong. It's nice as the antagonist entity isn't evil because it likes to be evil or has that inappropriate sense of superiority out of the charts
people should be more reasonable like "oh, so you didn't know about the limit. okay I'll have to ask for you to leave"
