Chen was 18 when he was forced to join if we take that as the usual age of enlistment he is still 2 years younger than most of the guys in the army so it's understandable that he's a little bit shorter ,men can still grow till about 21
As for how they knew who each other were under the mask, Aroh was easily the smallest among the troops so it was easy for Chen to identify him and meet him.
