Well, two things: first, Lith's wrath was directed towards the undeads specifically. Second, the reason undeads have angry souls following them is because they killed so much they're bound to have a fraction of their victims following them. Unless a human is a serial killer/rapist, they're less likely to have their (fewer) victims following them.
