I think the move was already planned before the news about Helen. The leaders brought the devices for marking the new home of the vampires with them when Quinn summoned them. Quinn had already spoken about moving the vampire settlement.

Not that the Dalki care, but something that large will cause problems for the planets in the system. Something that large will have a significant gravity field. Just a little nudge could cause a planet to go out of its orbit. This would throw off the other planets too. This could destroy all life on those planets and possibly destroy a some planets too.
A large sphere spaceship the same size of a small planet was slowly drifting through the Beast solar system. Big surprise, I think the word is misspelled. Probably should be Rex Immortiu. This means King of the Immortals. Could also be Rex Immortis, which would make him the Immortal King.

The first sentence is incomplete. Here is one idea might help, “Due to the situation, the leaders did not know what to do.”
Due to the situation, the leaders were in. In the end, they decided to help neither side. Joining one side at the moment wouldn't guarantee that side would win. The one thing that disabling Quinn’s system does that is very useful is the inspect skill. It can identify things and tell what those things do. Think about all the times Quinn’s system identified beast and items. Quinn has used his system to open digitally locked doors. So yes, not being able use his system is a huge problem for Quinn.
