its not as simple as you imagine, first of all would you truly trust them enough to come, since they have been fighting each other for decades, not to mention the clans there is only so much land, business avenues and resourse and do you think the clans that control them will share it with them, they would have nothing and will likely lead to infighting if they somehow joined. not to mention the xenophobia since most people in konaha have lost loved ones in wars. ofcourse maybe civilians can join but how likely is it a civilian can safely travel to konaha safely and be allowed entry.(we never learned how hard it is to get citizen ship or something of the sort in konoho(

honestly the only thing the ninja world has constantly proven is that the only way to peace is through strength, they did not go through clans fighting each other to villages with understanding each other, it was through the two human with overwelhming that united them, and the rest followed for fear of dying. and the villages did not unite through understanding each other they united in the face of an monstrous enenmy that they would if they did not unite. and peace was kept after only cus of the strength disparity between them

honestly and he aint even that bad, he just seems like a similar charactar to minato. plus its not like he's useless or something since he would play a deciding role in most kage fights, and even more so if the kage level ninja is young or doesnt have a strong will

maybe but he is the grandson of hashirama, aka the god of shinobi. there is a certain level of expectation for his strength that comes with a identity like that. plus the only other kin tsunade being so strong doesnt help to temper that expectation.
