This is a philosophy based on the carrot and stick approach to manipulation. Many things can be substitute for the carrot in this scenario whereas the big stick obviously refers to capacity for violence

COTE makes it very clear that effective education is a very flexible thing. An overarching principle all the leading educational leaders have is that education can be done perfectly. That is not to say there isnt a perfect environment for anyone but that there isnt one for everyone

Failure has an aspect of finality to it which conveniently gets ignored. Without that finality failure is just a simple matter of process.
