Although he may seem bad for not helping, you have to look at it from Korea's perspective. They only have 6 active S ranks, when 4 couldn't even handle the gate in Japan. It would basically be a suicide mission sending them there, and then Korea would be left defenseless. They also don't have a lot of power over JinWoo, so they can't force him to go there.
