I assume this is for easy of repair since in a battle you have to make repairs often and in a hurry. But you are correct, this sounds like a lot of unused space.
The flexible whip arms turned out to be much more versatile than expected. The small manipulation arm and material welder could reach all the way to the elbow joint to repair damages, using the access holes for the wiring and hydraulics.
