Well, him getting back at the Modo leadership/government/military is fine in the eyes of the Universal Civilations and probably most common people. Wiping out an entire planet of people, most of which would be innocent civilians, would be frowned upon and cause him to take a hit to his reputation. So he isn't going to just go blow up their planet.
