If I get you correct you are not talking about the level but the increase in attributes right? I would guess that because he is a viscount now they increase more per level. But with all novels, I like an explanation as well. E.g., does double strength mean you are twice as strong? In most novels this is not the case, but rarely is there ever an explanation on how it does work

I would say they don't really fear them. They hire secretaries with a bossy attitude because they know they should do the paperwork, but just need some help to not procrastinate? So the secretaries just serve as a reminder from their past self that they should just do their job
