F-Class Guides can only guide lower-ranking Hunters. ^^ Wonhee's skills are restricted to the Big 4 for now. But she is an S-Class because of her other skills. :)

only wonhee and hamin have personal admins. it's a mini spoiler, but tannie is there to connect wonhee to bitna. so hamin is just chosen as a way for wonhee to connect to bitna. bitna is more important than hamin (according to the system's favoritism haha)
