I don't see how the Edgar Brass System allows for this discriminations. From what we as readers know the Edgar Brass System is purely a system about magic and doesn't state or enforce any laws. Mabry the magic power given by the Edgar Brass System are explored by the elite, but even then that is the fault of the elite and not a system of developing magical strength that seems completely inanimate.
