I'm not sure its been specified, but we have seen at least 1 per Mech Division so far. We also know that states are the only entities that can really afford an expert mech, so all of the experts in any given state all go to state forces. Tactically they should keep some at HQ, so rough guess around 20-30 ish depending on the military size for a 3rd rate. upwards of several hundred for a 2nd rate state.

if Ves doesn't use his Vulcan persona to convert some dwarves into ylvaians it just not gonna be worth the trip. Good way to expand the design department more!
