Nope, this was Noah speaking from the point of view of his [Extremity of the Protagonist]
Except the will of the imperium will never nominate a outsider that foreswears any obedience or loyalty. But, I wouldn't put it past Noah to gut and stuff the Codex with his own will, corrupt it to become his tool - or the plaything of the Infinite land. Would be hilarious to see the Seven Sins Amazon at the Existential realm, utilize the Sin of Greed to take possession/ownership of another's property! This was a power previously explained but was member used. It needs to be used.
The ones above Extremity are technically separated from Extremity (aka their farm). Noah has the potential to become Extremity itself! To encompass and embody the very existence of Extremity. He will de facto own the farm, so to speak, because it is him. The ones above Extremity (for vacuous and vitalis) would be cut off from their sources while Noah will be making and multiplying his own fruits. The only wisdom remaining (if this is his path) is what happens to ownership of the Existential powers of Vacuous and Vitalis? Would Noah have to steal the Book to which they belong?

I would love to see that come to pass. But, if a city like this is going to have a God... It's going to be a God-King. Leon may become a demi-God under Alexander. I wonder how much power a nacent God will gain by having another divinity under its belt?
