Slight correction, DD does not boost your power too, it just tops off your energy reserves and ensures you are as strong as you can be. And if you divide too much power you lose your power for a good while.

Never stated, characters treat it multiplicatively. It stopped making sense already at around episode 10. Boosted Gear never worked in anyway it was intended, it has over 10 statements on how it works and almost all of them contradict each other and almost all feats.

No, he got a reasonable version of it. One that makes sense because in cannon it doesn't, Ishibumi does not know how to do math. Going by cannon statements during Riser fight Issei should have split the entire underworld in half

Sadly, no such thing was ever stated. If Boosts work the way they are always stayed to Issei would have cracked the underworld in half in his duel with Riser. Ishibumi just can't do math.
