It's another person, the guys that attacked the inn are the prisoner/quest giver, while the dance-off guy is someone else with a golden key

Yeah, Osiris. Ra is just the sun god, his domain is Light, fire, heat, life, and creation according to Egyptian mythos. It's Osiris who holds dominion over the dead, he and Anubis (Guide of the deceased)
Lex, unfortunately, had not done extensive research into Ra's beliefs, but he vaguely recalled some stuff back from earth when he visited Egypt. Let's see, there was something to do with being the top deity, the creator of everything. He vaguely recalled something about judging the souls of the deceased.
