The only thought that comes to mind is slavery of the primary leaders. This would possibly extend to Brutus and Lucielle. This would allow the nobles to retain the illusion that the council has power while bearing no blame. This would likely be able to cause a much greater effect than in the death of the councilors, which could call for an election of new individuals. These new individuals could possibly bear the same intentions as Conrad and Vida. The deaths of Conrad and Vida due to the contract could also mean the end of the contract, which would leave the newly elected councilors unbound by the former agreement.

Emptions, or rather desire; is the driving force behind social and civil advancement. A society can not experience growth without a desire for change. If man never sought to revolutionize travel, we could still walk everywhere. We could have retained the DNA that allowed us our natural adaptability to the natural environment. Instead, man sought a change. If you become emotionless, you lose the desire to seek a change. You become content, which is a path to regression. This is not regression in the sense of 'time', but regression of progress. If there is no growth, there must be regression/reduction/withering/decay. All life and matter decays if it is not maintained or pushed forward. Emotion is the driving factor for this.

I'm assuming you plan to give Rey a way to undo her curse eventually, but personally, I'd just kill her. For me, if I have to choose between partial paralysis and death, I'd rather die. "Eternally comatose" or dead? I'd prefer to be dead. Comatosis still allows the subject awareness in many cases, but it's a lack of responsiveness. The muscles have no real stimulus despite brain waves being present. Many who have fallen into comas and woken up report full or relatively full awareness of their surroundings, hearing conversations that took place nearby, etc. It's essentially absolute involuntary isolation in a place with other people. For someone emotionally dependent and unstable as Alicia is, this is beyond a death sentence. It would permanently impair or destroy her cognitive capacity even if she came out of it.

I'd have to say Alicia.. but keep Esme around. Esme understands this version of him, but this isn't necessarily the true version of Rey. Ralyks is one version, but the Rey in front of Alicia isn't false. At least, not when they're in private. When he acts weak despite having confidence, then it's a false version of him.

One question that influences my own response.. how fast do demons reach the physical and mental capacity of an adult? male if fast, female if slower. If Floid pushed off attacking Uta for long enough that a son could grow, then allow his son to bring down Uta. If not, show his daughter the world and alter his personality enough that he cares about his own bloodline maybe? He could make it a tough love similar to his sister too though.
