Well, it depends on what time period you're in. Somewhere around the age of 12 was seen as adulthood in a lot of cultures because that's when women would start ovulating around that time. So that directly translated to young people having the ability to start their own family's. Later, it became closer to 15 or 16, now it's 18, and officially, according to science, your brain finishes developing around 25 (if I remember correctly).

best analogy I could think of was. Wandless magic is using a glock 19 (effective distance of 40 to 50 yards) and an AR 15 (effective distance of 600 yards) trying to shoot a target that's 200 yards away. Whiles I agree with you. I must mention the fact that not everybody has the endurance to keep up with a "gym routine". So if someone doesn't have the will to train their body but has the ability of the mind. They will abandon the body and focus on the mind.

I feel like you should keep serums out of this. With magic make asomething that can boost the overall body like a multivatimin. But ssr and extremis are kinda impossible to make in a world where physics is more rigide. And especially in the early 2000s.
Yes, serums, such as Captain America's Super Soldier Serum or Deathstroke's Serum.
