Phone company circuits get overloaded in a crisis with everyone trying to call in to check on people or those inside calling out to reassure friends and family. That’s the case in something comparatively local like an earthquake, then expand it to a global situation and I’m only surprised that the system is giving them a busy signal instead of just saying circuits are down or something similar.

That will lose them money. A $1 item with a 50% markup has a price of $1.50. 40% off is a price of $0.90, so it’s a loss on every item. Maybe rephrase to say the proposal is to reduce the markup 40% down to 10% ?
