So, in order for the wheel to land on love, he needs to actually know love. While, yes, familial love does count, his brother is the only thing he loves. To the point where it became an obsession and duty. There's no one else that he loves, not even himself. For that reason, he doesn't have it unlocked. because he has not experienced enough of it. Him telling Delilah this would’ve put a target on his back, and gotten him killed. The Chancellor has no emotions. She wouldn’t care less about his death.
