I don’t think the justification for the torture is that Athena/gods did bad in general. It’s that Medusa is part of Victors family and he’s allowing Medusa to get revenge in whatever way she sees fit. That’s why Artemis was not put through it. I do also agree that it’s a really messed up method of revenge but it does fit the characters. Mainly Victors code of “if you harm my family I’ll pay it back 100x over” (plus the fact that their all crazy) I am curious what you would have liked their punishment to be instead.
