So is it due to his Luck or some sort of 'mysterious thing' that reduces his own injury and transfers the whole injury to someone else? Is the rebound random on who it picks or is it that it was Desiree's home that he was injured at so it was transferred to her? If it's random, that can be quite dangerous if the 'rebound' lands on someone not ready to handle it; example, what if it had landed on Lily? This is something that NEEDS to be figured out.
not even Hokage. Konoha itself is not THAT rich. All the funds come from the Daimyo or the Fire Country to be more precise. Not sure exactly how rich the Daimyo is, never seen any sort of official info foe that, so I can't even say for certain if even the Daimyo could afford this sort of system.

Say he was searching through his parents belongings and found some 'plans to sell some stuff in the future'. He was so enthralled with wanting to accomplish his parents late wish that he didn't notice exactly what it was they wanted to sell until it got too late to stop.
The system did say that the guard would be based on his points, of which he only had 6/100. The fact he even got someone some-what decent is already pretty lucky.

Wilson is NOT BEYOND SUPERHUMAN. He cannot beat Captain America, the physical differences and not to mention the experience difference puts Cap too much in the lead for Wilson to be a viable threat. IF you are referring to the old comic strip where Wilson had Cap on the back foot for a few panels before Cap got accustomed to Wilson's speed, then please be aware that Wilson still lost that fight. As for Wilson 'taking blows from Spidey that would kill regular ppl', again no. Spider-Man later admits that he was holding back every single time he fought Wilson, cause he didn't actually want to hurt the guy. He actually admits to holding back against practically EVERYBODY he ever fights, but he did single out Wilson in particular when mentioning this. So no, Wilson cannot/did not survive blows from Spidey that would kill regular ppl. Wilson IS a big guy and very agile for his size though and is admittedly a very talented fighter, but no, he would lose when faced with a Super Human. Though you are correct in his reputation being rather fearsome.
Is it because he was the one who dealt the ki.ll.ing blow to the boss that he got the SP and the additional reward?
I may not fully agree with everything so far, but I do agree that every 'Super Hero' needs their "Uncle Ben Moment".
