You do know that chakra is nessecary for the people of the naruto world to survive right.If someone were to use all their chakra they would simply die. Even only using a majority of your chakra like Kakashi did against Zabuza can lead to chakra exhaustion...
For example, a civilian had around 10 VIT and 10 INT on average, which would give them 2000 chakra to use, but since most civilians never used chakra in their lives their bodies would get used to not using it so they would at most be able to use 200 chakra effectively and training wouldn't help much either, Genin, on the other hand, had around 40 VIT and INT on average which would give them around 8000 chakra to use, and since their bodies were used to using chakra they would be able to use all 8000 chakra effectively, this also reflected on their chakra signatures, the chakra signature of a civilian would only show around 200 chakra making their signatures hard to detect and to differentiate. - dffgb1yrReplied to RNG_jesus

Nah man, they get them at birth and while it is true that they need to train in order to better control them, they can't just leave them at home because the bugs need the host's chakra in order to survive. It's a symbiotic relationship after all...
