Nope. Just like her dad, Venelana was dissapointed that the engagement fell off and urged Rias to advance her relationship with Issei, otherwise they'd try something like this again. She outright says this after the whole thing is over in the light novel, when Rias and Issei talk to her. Phenex tears was also never mentioned as the reason for the engagement, only that they wanted to see what would happen if their bloodlines came together.
