the sleepwalking is the most powerful ability here. I suspect, it's the doctor/nightmare. He probably is a newly advanced new world level awakened and was experimenting with his abilities at the first city. That explains why he can't leave the sixth research Institute and can only interfere from a computer.
1. Just in the previous chapter, general Phocas said that the team was not careful enough on assaulting Marcus. 2. They stayed in the first city waiting for the company's order, while fleeing the city before the enemy's investigation finishes, would've been the logical choice. 3. Now they are trying to save old Han, all the while hand of order is on their tail, and they don't even know where old Han currently is. 4. "The more dangerous the situation, the more one should take risks ." Remember Wu Meng's influence clowning? I'm almost sure, the effects are persisting more than three days; the company's intelligence is probably outdated.
Why the team is still inside first city? They have already completed their primary objective; assault on Avia and Ruin 13 laboratory is impossible at their current strength. They should flee first city as soon as possible, especially before the undercurrent erupts.
SJ being an awakened is an open secret at this point. The company knows about him, SJ knows that the company knows and yet, they both pretend to be ignorant. Probably because SJ has not shown any hostility and has proven himself useful at his current position. Also, there was that mysterious letter ordering the investigator to drop all active investigations on SJ. I'm sure cuttlefish will pickup that plot thread sometime in the future.
I feel like there are too many problems with this plan. 1. When everyone around the team goes to the toilet at the same time, but no one from the other corner goes, won't the illusionist suspect something? 2. How did the team members protect themselves from the effect of whistling? 3. Also, we don't know what reaction Marcus will have when he reaches the toilet and everything goes dark. He should be well aware of his weakness and have some kind of backup plan to protect himself. All in all, this plan feels too rough-sewn and risky. They don't even have the exoskeletons and the robot, which saved them in Underground Bunker. I wonder whether any lingering effect from Wu Meng is still working subconsciously inside them.
Regarding so many heartless cases in first city, I think, 1. Maybe first city is also researching the cause of heartless disease, and some kind of containment breach is occurring. 2. Some nobles/their allies have awakened power/ price that increases heartless disease in their vicinity. 3. The bigger a settlement is, the more frequently heartless disease occurs. That's why during the apocalypse, all the major metropolitan cities were completely destroyed, but the small villages were spared.
