i think what author means is that the tech was only used for military and government use, and not for public or commercial use. it would be extremely stupid to let kids who for the most part were only going in for the required 2 years to see secret advanced tech

30 minutes if you are far from the nearest ambulance depot or hospital i can believe, especially if traffic is bad... but not HOURS. a ambulance will drive down the shoulder of the highway if it has too, especially in a serious emergency like someone getting run over. also if this is within a city there should be a ambulance on scene within 15 minutes
