One example is MTF Omega-1 'Law's Left Hand' who answers to the call of the ethics committee and is responsible of assassination of foundation personnel who violates ethics regulations. This is just one example and there are others dedicated for finding traitors within the foundation.

He probably meant that he projected his consciousness using the skill that allows him to project his consciousness to all 'land that the foundation controlled' then on this basis created an illusion clone, which have the restrictions of 'he cannot be far away'. Thus, allowing him to create an illusion clone whose only restriction is 'the land that the foundation controlled'.

It's probably a typo and was meant to be class 4 or lower since class 5 is the highest.

One of the most elite? Yes, but most elite task force? That is very debatable as there is no 'single strongest task force' but the 'most suitable task force for a certain scp or situation'.
Yet these people were far from normal no, this was Twu-5, the legendary Samara. Late reply but yes, they can use scp items and some of them are even supposed to be related to other scp humanoids through blood or other kinds of relationship.
