George was involved with the Govt so im assuming he had information about oracle ranks, Ordeals Ect. So he probably knew that oracle rank could be increased by killing Digesters and good scores in Ordeals. After the first ordeal Jake said that he should’ve ranked up by killing digesters (to lvl 3 i think) before the ordeal to get the most effective results. The oracle rank xp required increases a lot every level making ordeals the only realistic way to lvl. So im guessing George knew to lvl to the soft cap (lvl 3?) before completing the first ordeal making his rank higher than Jakes.
