Ok - they need to build a LOT more of these world ships! (Expecially because this one took less then a week to make) And they need to get busy relocating lots and lots of humans to those freshly territories worlds they are making as well. That overcrowding needs to stop!
After all that "training" by Gloriana... could we really expect anything different from Ves? He really does need an emotional payback before starting those commissions tho. A Ves that is reluctantly holding his nose is VERY different from an excited Ves willing to hold his own against a Master!
Ves really does need a MUCH wider pool of recruiting to filter for "comfortable in space". Plus his "fleet country" is far too small. Too many essential services still need to be contracted out or built planet-side. And keep in mind Ves eventually will want to build First Class Branches! And upgrade his Fleet to "Super State" status. He needs to build in a culture of both upward AND downward mobility without shame and without prejudice. And without intense "brain drain" of the "lower classes". Encouraging people to move "down" the ladder to be bigger fish in quieter waters will be key. And to not disparage the "small dreams".
Not only did Ark go behind Ves's back... he wants Ves to pay him for the privilege! Any pilot who wants to volunteer should have to leave their mechs behind. And only mechs paid for out of the Branch's funds should be allowed. Yeah... Ves needs that 1% share back. And use it to pay for all this volunteer war stuff.
I think the Clan would be well served by putting branches in the LOWER zones as well. How many others in the clan have enough Merits to purchase "pioneer status" at the 3rd class level? And how many of those people have not been disqualified yet by acquiring "2nd Class citizenship"? After all - Ves's dp is utterly dominant at the 3rd Class level! It might be easier to gain premium spaces in Middle Zones if they are already dominant in the allied Lower Zone groups. And Splintering the Clan further by immediately setting up more Branches will allow Ves to give a diplomatic middle finger to Duvalt.
Given how intensly specialized each tribe is - and the lack of "total war" conflict. I suspect the different tribes might not actually BE different entities the way countries on the content are. I suspect they are more like Martial Sects. And regularly recruit youngsters no matter where they were born.
The pessimistic reason to be indifferent to basic supplies is a lack of care to the general population. Explains why this mission is only interested in a handful of esoteric techniques and NOT the basic childhood education that allows for such a high population of Martial Artists.
