Besides, it wasn't like Kafan didn't have a method to communicate with the other side. He could simply change the laws and report to the other Semi-Celestials what happened on his side of the Universe. What was their biggest problem? Their bloodline and connection with Chaos Laws! Because of that, they were close to extinction as they simply couldn't reproduce anymore. The plan was very simple; they needed something strong enough to force out that connection and weaken their bloodline.
