no tetsu tetsu no mi should fall under paramecia since it cant elementalize. It is the same case as Luffy's gum gum fruit making him a rubber human but not being a logia (I am caught up with the manga no need to correct me this was just an example)

I think Hiruzen is trying to cultivate Kuroto into the next hokage so he is sending him to the academy. His prowess is already peoven to the hogher ups thx to his Anbu portfolio. Now he needs to build prestige and support and easiest way to do that is by being a teacher (i.e Minato, Kakashi)
