If his system, designed by Lenny/Richard, was based on Ray's (see MDS), which was was created by Bliss ,may explain this.

If I recall correctly , the only reason why Leo could not become Vampire Lord at that time was because the system would not let Leo evolve to a stage higher than Quinn. At the time Quinn was not a vampire lord yet. Assuming that the replacement leaders for Kyle and Prima , as well as Jake ( new Muscat leader) didn't evolve overnight when thier predecessors vacated thier position, it is indeed possible to have more than one vampire lord per family. Unlike vampire knight, vampire lord is not a title or position.
