Civilisation is an extention of groups beyond the individual, from family to tribes, from villages to cities and so on. Law is also a tool for stability which allows a civilisation to last longer. Violence, Law or Influence held by a Civilisation cease to exist with it. On the other hand a Civilisation can survive without those, although barely. A civilisation is like a bloodline, it matters only that it keeps going, once it doesn't it's gone. Your point about others smaller groups surviving their own civilisation is due to the disentegration of the largest group, the Civilisation, back into smaller ones. This in itself is a survival tactic, basically leaving behind seeds for the future.

The basis of civilisation is survival, violence only an instrument. There have been numerous militant Civilizations that fell apart after a brief period of success, where others Civilisations with mediocre means of violence lasted longer. The point is surviving longer than others and keep doing so even when deposed from your throne as the strongest.
