hmmm.. I think this is just a way for the school to balance out each class, an opportunity for them to learn. For example, class A is full of competent people, the Elite of the batch, so mix some bad apple to let them learn. Class B are full of idealist, some might say they're dreamers, so add some realist in the bunch. Class C is full of delinquents and muscle heads, so why not give them some smart people, Shiina just have an added bonus as an angel. And class D is full of defects so might as well add some competent people to balance them.

Full disclosure; I was just as surprised as her to be in LA. My video audition tape was a calculated move made given my foreknowledge - with my advanced internet access filling in the blanks on details. I'd known that the Harry Potter movie production was facing major casting issues - especially for the title character, so I'd taken my shot.
